Founded in 1989 in Irving, Texas, The Webb Foundation is a publicly supported, non-profit organization created by Stephen C. Mulligan during his term as President of the International Television Association, now known as Media Communications Association-International.

Initially the ITVA Foundation, the organization was comprised of volunteer trustees, many of whom were ITVA past presidents as well as other distinguished professionals from the corporate and independent production community. The foundation's original charter was to promote the value and enhance the quality of electronic visual communications within corporations and organizations.

Today, The Webb Foundation continues and expands the dream of Steve Mulligan by sponsoring research and providing education in electronic communications media. It now is located in Virginia, and is completely run by volunteer staff and an elected volunteer Board of Trustees.
